When I was working and travelled to DC a lot for meetings, it was part of the uniform.
Black or navy wool suit, light color shirt, proper tie (here's where you could express yourself), Rolex and Mont Blanc pen in the pocket...
If you weren't in the proper uniform, nobody paid you the proper respect...
