As other mentioned this watch has been offered a few times before.
Damaged is the best way to describe the dial. In this case I don't know if it will decrease the value because a refinished and water damaged dial may be equivalent. A replacement is the only option in my eyes if you wish to restore.
However, I wouldn't want to own any watch with lugs like that. They are so thin that there's barely life left in them. The left lower especially.
I second Michaels opinion and search for a nice non-PN that will appreciate.
