Dealing with any carrier when it comes to international shipping is frustrating to say the least. I've been doing it for over 17 years. All I could suggest (if you intend to continue importing and exporting) is to make a local FedEx contact and rely on them for answers. In any event, be prepared to deal with this issue time and time again...
