With some searching you could probably round up an old TT DJ head, in 'beater' condition, for $1K to $1.5K...from there you can buy a cheap strap until finding a TT band (a stretched 'beater' band could be had for $500 ish).
Good luck and don't give up...may just have to save for a bit.
