Yup It happened to me.
I have been selling watches for for years now and I sold one to this guy
Alvis Stengelis of 304B Church street Blackpool Lancashire

And when he got the package that i sent and video taped (me packing the watch and affixing the postage etc.) he told pay pal it was empty.

THEIF!!

now it is under review with pay pal and I don't know if I will get my money!!

So here it is, my watch (because it is not paid for) is stolen and here is the
model and serial number in case he tries to sell it.

114060 2015 NEW IN BOX serial #394V12G5 from canada

He is in UK and will be trying to sell it there or maybe on line.

Well, couriers will know whether they delivered an empty package or not?
Ask them to verify the weight of the box they accepted versus the one they delivered.
150-180g (weight of the watch itself) should be easy to pick on the different checkpoints (sorting centers, delivery depot, etc.).

What a scum bag! This is why I won't touch paypal with a barge pole! It's too easy to be scammed using them! I hope it's resolved in your favour.... Tho by personal experience it may not, let's hope the courier comes through for you! I'd take sc11 up on his offer too!

Is it possible to file a police report on this both in Canada and in UK, and since you have the video can't you use that as evidence and take it up with Paypal?
Something got to be done, these are loopholes in the PP system!

Back in the early days of PP and eBay, I sold a Palm Pilot (remember those?) to a guy in Europe who used a phony cc. I lost $350.
I still feel that pain today

'james', i know how you feel. being a victim of potential buyer / seller fraud/theft can make one feel completely gutted. i've been a victim on both sides.

stay positive and post ALL the info you have everywhere you can. offer a GOOD SIZEABLE reward to entice serious attention everywhere especially online in the area it was shipped - craigslist etc...

and call the local police! the recipient or route driver may even be under investigation.

This just sucks. It will get to a point that sellers will only sell to verified buyers. It is sick that you have to be as careful about who you sell to as who you buy from.

If shipped fed ex or ups they have very sophisticated equipment all thru out their process that should have captured the weight. As well as when you dropped it off for shipment.

I wonder if they will make him weigh it if you cause a big enough stink??

Sorry for your hopefully temporary loss and yes $7000 is worth causing bodily harm over.

Absolutely possible. But I would assume he would have contacted the seller first and discussed the issue and circumstances with him first.
From the first post I am under the impression the buyer directly contacted PayPal with the claim. Maybe I am wrong.

Guy seems to be a student from a poor(er) country living in an area of relative social deprivation. And maybe he is millionaire sinophile just working for fun, but I would doubt the tips from waiting tables at Chan's Mandarin were sufficient to buy a Rolex.

He is Marketing Management Student at University of Central Lancashire. You could contact them as they may well have a dedicated Police Liaison Officer who can help.

Google Map the address and you'll see that the area isn't good. Blackpool as a whole is not the best and has been in decline for many many years. Stag/Hen Party central for the UK (for you guys over the pond Bachelor/Bachelorette). Let's just say if you paid for me to go there I wouldn't. I'm sure there are good areas but you've only got to look at the guy's address - 304B for starters!! You wouldn't equate the address with the clientele that has the affordability of a 114060 - I appreciate this may be a generalisation and I'm happy to be proved wrong. Let's just call it a sixth-sense!!!!

PayPal will only potentially payout if you file a police report reporting it stolen, that's my experience with them.
