Probably a redialled "Oyster" from the Oyster Watch Co., which was a Rolex sub-brand in the 1930s and 40s. It's not a fake as such, just not quite what it seems. I wouldn't pay more than about $300 for it.

For certain a redial and badly relumed Rolex Oyster

If its truly the Canadian "VICTORY" model it will be using a caliber 59 from Fontainemelon and not an AEGLER movement.
