None were “made by” Tiffany, but I believe that they did sell and stamp all Rolex models, back when they still retailed them.

The problem is that Tiffany stamps started to command a premium, and they were faked so often and so well that they sometimes can’t be distinguished from the real thing. I don’t know whether this will eventually happen with Rolex warranty papers also, but there are many examples of collectible items where the value of legitimate items is hurt by the prevalence and quality of fakes. (See, e.g., everything from Dali to Keith Haring to KAWS.)
