I own a BB Red, and a BB 58, both on bracelets. The bracelet clasp locks independently of the locking clasp. Therefore, you should have two clicks - one is the clasp itself, and the other is the lock. It is exactly the same as the Rolex, in that it is definitely two clicks. If there is no way you can do this, then I would say yes, your bracelet is not locking as it should.

Just a thought - are you sure your bracelet is genuine? The underside pic of the clasp especially looks a bit sus to me...
