No, $5835 is the MSRP. That is taxed additionally, according to the state sales tax which differs form state to state - in California it's 9% now. So whatever price they sell you the watch at (including discounts) then gets taxed added to it according to the state sales tax rate. We don't have VAT, just sales tax.
