Are you moving into the US? Did you go out of the US and bought them out of the US and now you are just returning like from a business trip or vacation?
If you are a US resident, left the country and bought them in another country and now returning with these new purchased watches, yes you are required to declare plain and simple.
Having said that do folks always follow the rules or do they not and get away with it, sure every day. Your call. My two cents if it were one purchase, probably good. 7 good luck. How is your luck, do you do well in Vegas?
