That's most likely because you use data so rarely. My guess is if you use it for navigation your average will go up rather quickly and you could easily exceed it. Best bet would be to find out how much you"ll pay once you exceed it and monitor it closer for the time being unless the extra charge isn't significant to you. Depending on your needs you may want to investigate the cost of going to an unlimited data plan.
