I've bought a half a dozen watches on ebay that have gone through authentication and have never had this kind of a problem with any of them, so I've never experienced this.
The last one I bought, though, did arrive barely running (it wouldn't hold power for more than 10 or 15 minutes). It worked okay on a timegrapher, so I'm guessing they ran a basic test on it and passed it through.
