Uzi's brother, Owen, is extremely passive and spends a lot of his time trying to control Uzi as I think he knows they are on thin ice when I get upset.

I get it. My initial reaction would have been the same, but knowing the dog and it’s nuances (and loving them) would do the same to me after a few days. Where it would be an absolute decision for me is if it happened to immediate family that live with the dog.
