there are several threads on TRF regarding the Luminova Red Submariner Service dials that are still available but only through Rolex Geneva. Sounds like there are a few hoops to jump through and you would have to contact Rolex Geneva directly. Most likely, they would require a full service on the watch. Here is one such thread.

Certainly the cost is a little better and the results are quite nice IMHO. The benefit being working lume and all Rolex parts.
