Thanks for marking up the photos.
What I believe I see is something in the "valleys" of the grain in the brushed metal.
It could be a hair product, a skin product, or an oily residue like sebum.
Due to the location, a DIY steam stream isn't safe unless you have a lot of experience.
I'd ask the AD to remedy - when I've had this on brushed bracelets, I use a steam bullet with fine nozzle.
