The wrench is tactical ploy that allows him to claim that he sent the watch. his goal is to tie the hands of the law enforcement agency because it then becomes his word against the buyer.
He can claim that maybe someone in the post office switched it or the buyer is in fact lying about receiving the watch.

My advice to buyers is if you are not 100% confident in the seller:

1) walk away.

2) If your legs are walking away but your eyes are still blinded by the bright light of the deal, close your eyes.

3) If walking away and shutting your eyes doesn't stop your loins from yearning for the deal then ask to execute the deal on ebay.
They have buyer protection that you can always fall back on. ebay pays up even if the seller doesn't.

4) If the seller refuses to trade on ebay, go back to (1) above.
