remember that it needs to withstand the impact of a vehicle experiencing a rapid negative acceleration, like 100 kph to 0 kph in two tenths of a second. a soft metal would just shear apart, but i think a seat belt would probably survive it relatively unscathed. human probably not.
anyways, long story short, i can believe a seat belt could scratch sapphire.
