What can your goldsmith do with D'Agosto president bands made under license in South America in the 1970s?

I have one band that has completely uncapped links and "maximum" stretch. Can your goldsmith cap the links and fix the stretch?

A lot of the D'Agosto bands have open links like this. Here's another one I found online:
