If you use a free picture host like photobucket to upload they have a in built facility to resize your pictures recommend around 900X900 pixels for forum use.And agree some post pictures of crazy sizes when forum rules clearly state around 900X900 pixels.In windows you can resize with paint and plenty of free apps on net to resize pictures.
