Correct, sounds like the seller knows how to "play" the eBay/PayPal system. Keep going in your claim. eBay will instruct you how to proceed.
They'll probably ask for proof from a 3rd party expert, go to a Rolex AD or reputable jeweler now and get it. You'll probably have 5 days from the date of their notice to provide said evidence. I would also use this thread as evidence.
