This looks perfect to me. The inserts are machine made so if it’s aligned at 12 it’s aligned at the 15 and 45 too. What you’re seeing is the effect of parallax. Also, close one eye when you look.

Yours is exactly like mine. If I rotate it clockwise the 12 is a little before the mark like your first pic. However I find that if I just naturally spin it and stop on 12 it’s right on. Which makes me think this is how it’s supposed to be. But during the day it can drift forward or back slightly. Just the nature of how the Mechanism is designed with some float between the clicks.
