Yea, 5K out of 35K isn't even a moral victory yet, but better than nothing. If he's willing to pay 5K, he's admitting responsibility, so why not just pay it all at once. I agree that the squeekiest wheel gets the grease. Sounds like something else is going on here. I knew someone once with a drug, and gambling problem, and that is exactly how they behaved. Textbook.
