The dial was refinished for your Dad due to some reason. The Seamasters in the early 60’s uses a varnish on the dial to seal it and if any microbes got in there they ate the organic compounds leaving a powdery mildew.
Take it to a certified watchmaker and he can figure out the caliber and age from Omega charts. Prolly a 501 caliber in a late ‘50’s early ‘60’s model.
