1.9ms is the beat error, which means the balance wheel swings a little unevenly, but not horribly so (anything between 0.0 and 0.9 is good). Amplitude is basically how far around the 360 degrees the balance wheel turns. Over 300 is great, 275 is good, and I'd say 230-240 is acceptable, and anything over 200 is ok if you want the watch to function. (others may disagree, and I'm really talking only about Seiko movements). The "Rate" is the seconds lost or gained per 24 hours (resting dial-up in this case)
