He was talking about the 1960s, when Seiko beat the Swiss in their own Chronometer competitions so completely that they were actually shut down. Basically Omega was the only brand that beat Seiko, but only by putting up quartz movements against Seiko's mechanicals. There's a good video explaining all about it here:
