An appropriate offer would also depend a lot on context. Who is the seller? What is the asking price? If it's a pawn shop, you might be able to get a bargain.

The photos are still really not good enough for me to judge condition or originality. However, my gut feeling (based on the background in the photos, the label, the overpolished clasp, etc.) is that it's probably a decent example that's been prepped for sale by a professional. Papers are nice, but they don't prove that everything is still original, if you care about that. So I'd have to advise you to make a pretty low offer to protect yourself.

Why not do some research on eBay using the advanced search feature to look at SOLD vintage DJs, focusing especially on 4-digit SS references. Also look for listings and recent sales on the sales forum here. It's a common enough reference that you will find a lot of comps for yourself, and since you have seen the watch in person, you can compare the condition.
