It is not engraved necessarily on the SN as a suffix, nor is there a known external code. . . .

There is no "transition" range, although there is always carry-over around serial blocs. Rolex never changed anything based on serial numbers.
All 14060 Subs have the 3000 movement, all 14060M models have the 3130 movement. They all have the correct model number, which denotes the movement inside, stamped on the case.
All 14060 and 14060M Subs have pierced lugs, no exceptions.
