That's the thing. There is no structured system to identify, develop and train young talents in soccer in the US until you're like 15-16 and will be heading to college. The way the MLS is structured (and all major sports leagues), with no relegation etc. makes it impossible to have inferior leagues to play in and develop on your way up (as young talents do).
