Black hands are from a buckley only but hands are easily replaceable. If you like the watch then I would say pick it up. You can leave it as is or pick up another set of hands and have them replaced. Very easy to do.
Exclaiming that it is a rare setup is just a marketing ploy. Most likely sometime in the watches life the original hands were corroded and someone replaced them with a set of buckley hands to match the hour markers.
