I also had my name down within the first couple of hours it was released. At that time I was told by my SA that I am in a very good position to obtain one. He said that any 222 for the next year needs the President's approval but my application should be good. It is supposed to be a new policy pushed down from the top. Since he already said that I am in good shape, I did not bother to pursue more on the how/why.
