Travelller I just got my SLA033 and the second hand is clean on mine.
You might have a case to get that replaced if you want to push it.
I had an issue with the dial alignment on my 1978 Golden Tuna Re-issue and Seiko fixed it because they don't want LE out there with problems...so the usual "naked" eye standards aren't as rigid with the special editions.
