I think the seller can put a condition in their listing that excludes anyone from outside a particular area (ie international) from placing a bid. It would eBay that then manage this protocol for the seller as they know from your membership where you are (UK) and then prevent you bidding and the seller having the hassle of cancelling the bid or someone winning who they won't sell to.

I would however not expect the sale to come up on a ebay.co.uk search unless you were on ebay.us ?
