On the second question, the Stewards have a range of penalties for standard violations. Causing a collision is 10sec. + 2 points. Had the conditions been different (like one car couldn’t continue, or a change in position) perhaps it would’ve been harsher.
Oftentimes people complain about Stewards meddling with finish positions after a race. Since nobody lost anything more than an end plate, why change finishing order?

Thanks Paul, No I hadn't noticed that.
Still doesn't seem a stiff enough penalty for 'dangerous driving'. LH could have quite easily torpedoed VER, with who knows what consequences.
