3m and others are cranking them out....but where are they?
Oh, well most manufacturers don't sell directly to hospitals, they have distributors to handle all the sales BS to the individual entities.
So what are some of the distributors doing?
Marking them up big time and offering them up to whomever they think will pay up for them...like Mark Cuban??

Good on Mark for exposing this BS. Can't say I'm surprised.
So, masks are getting out of the factory, but getting stalled in the distribution channel by greedy price gougers.
So, unfortunately there will have to be immediate government intervention in the market to clean this up...
