Germany’s VAT refund rate is 19%, which is higher than some other EU countries.
Yes you will pay tax once you hit customs but all in you will still save a little. I would NOT recommend not declaring...the customs police are pros and the penalties can be up to 10x the original tax amount. Not worth the hassle.
