This is probably the reason for the dimensions of the box. Come to think of it, it really does look like something that could have been used for this purpose at the time. Practically, it was a kind of "gift" for the watch, which was not a junk packaging, but a practical thing. And from this point of view, it is still more practical than the case of umbrellas, hats, etc. which are given for free nowadays.

It was a nice fit for a toolwatch, as it is a kind of "tool-box" and actually practical for anything to store. What follows, that it was NOT designed to keep your watches in a box, but to wear it, and use the box to store something else.
