Any case can be "re-cut," and there is no laser welding, unless the case otherwise would require that. It's an extra expense and would be disclosed before the job was done.

Let's keep in mind that "re-cutting" is the same as "refinishing" that Rolex Service Centers have done for decades. Sometimes it's just a light polish/touch-up, but RSCs sometimes more aggressively polish (re-cut) the lugs, especially on a beat-up case. This is nothing unusual, although I'd avoid it on a vintage Rolex unless the case was beat to hell or had a previous poor polish/refinish.
