It is only a tiny "click spring" that differentiates the action of the two bezel types. It's possible that the watch has the incorrect Submariner click spring or the proper spring has become bent or broken. Either way, this is a very simple, fast, and inexpensive repair. When you change, you can upgrade to the newer (mid-2000's+) longer style gmt spring which turns more smoothly.
