Here in Hong Kong, White Dial there is a slight chance you might get one at MSRP. As for the Black Dial, not a chance. (If you are even lucky enough to find one at the AD) So I have to say a YES for sure.

Your friend is probably not very "connected" with what's going on in the Rolex WIS world. Yes, the 116520 demand has decreased, but can still be "difficult" to get hold in some, if not many parts of the world.

So my answer in short would be: YES, and I have purchased a White dial a few months ago from London AD after about 5 months waiting period.

Can I ask what watch(es) your friend is wearing?

I did not. I paid Grey Market price which was higher than what the AD was charging. I guess I just wanted the watch that bad.

yes, 2 years ago. was on the list for 5 years to get a white dial and now i have it. the man it was ordered for told them let me talk to my wife when they notified him it was here. they hung up the phone, called me and i bought it. the man it was ordered for called them 2 days later to tell them he would take it and they told him i bought it less than 5 minutes after he said let me talk to my wife......

i wanted one with a full factory warranty in my name as the original owner. it's an m serial and it was 9,925.00. how much are they now?

Well speaking for myself would not buy one even with a discount, especially the very limited S.Steel two dial option, not a fan of the modern Daytona.Just cannot see why all the fuss is/was over the S.steel Daytona.Perhaps it was just a fashion thing, or owning a watch that was at one time very hard to get unless you was willing to pay a premium Price.
