Questions on DD stella

I refer to a DD stella found on a HK vintage shop which I have two questions without answers from when I learnt:

1. Thre engraving of model number is at middle height without the wordings "registered design" - I found it abnormal but not sure there exist genuine exceptional cases.

2. The minute hand is not long enough to reach the minute markings. I found more than less the minute hand should lbe long enough to reach the minute markings. Is this normal to have variations?
