My first post/18k Bubbleback question for expert

Hi there Guys,
I have a solid 18k bubbleback that belonged to my dad that I have a question about. I will post some photos when I get a chance, but hopefully this is an easy question. Has anyone ever seen a dial that reads "Chronometer Officially Certified" with the Chronometer portion above officially certified? To my untrained eye, the dial appears to have neverbeen restored. Watch dial has no numbers and is about 1939 vintage.
