I don't think that qualifies as a counterfeit.

The Swiss Made at six o'clock is still a problem, though.

If there are no registered trademarks or names present, it is legal, and not considered counterfeit.

It is clear to me that the seller is dealing in fake Rolexes and that the dials have been “blanked” via photoshop. But he isn’t fraudulently asking for a Rolex price.

He has found a niche to avoid eBay trademark rules by blanking the dials.

I agree with Adam. We can’t boil the ocean trying to chase the minor problems - it is the fakes trying to get a real price we ought to help eliminate.
