VAT in EU- Reference: Amsterdam // Shopping for wife ?

Good evening. I bought an Grape OP 39mm for my wife in February and getting the VAT back is pretty sweet deal after negotiation and a very easy process at airport for refund. My question is if you buy at a vintage store is there VAT added
and is it the same process in getting it back. Buying new at a retail store vs buying used at a local store ?

And other then Amsterdam Watch Company, is there any other shops in Amsterdam I should check out. I figure while she's shopping I can hit up some watch stores if there's any worth going to. Is there a place in the city where she'll be safe and all the stores are located near each other. I didn't have time in February to check everything out and prior to that it was a few years since I've been. I know the airport is one big shopping center though, is there VAT after security check area ? So if I buy something after going through security how does that work cause I know she'll love the shops there. We're here for about doing 10 days and while I'm doing some business or wach looking during the day I'll want her to have fun when she's not with me.
