According to the watch maker in the video. Hard felt wheel with buffing paste combined with heat will be able to move material from the surrounding to fill up the scratches etc. How much heat is need to melt steel?

The watchmaker might not be a metallurgist or engineer.. The melting point of Stainless Steel is around 1,500 degrees f.

Buffing paste and a hard felt wheel takes off metal. Generally it removes the high ridges of fine scratches or nicks and pressure (not heat so much) will flatten the metal to achieve a smooth finish.. Metal removed would be minimal with the finer paste grits.

the white and green will remove more metal while the rouge will remove less. i tend to favor the green.

If what he is saying is correct that buffing shifts metal from
one place to another it would require extreme heat , heat that no human hand would be able to withstand . Clearly he knows how to ruin a watch case .
