Roger W Smith might get my vote if we're talking complexity.

Engine-turned silver, fully handmade, with hands that are manually polished and blued:

Easily Kari (who also works on some of those MB&F dials).
Breguet are also up there.

Minority view here: quality is not the issue for me, but appearance and readability - so sub is the King.

Grand Seiko.

Their dials even look better in person.

Breguet probably make some of the most visually complex and striking dials of any brand.

Agree with Moser, but admittedly, I’ve not seen it in person.

I mean blasphemy but GS for sure. I love PP chronos, but i mean if one looks at the detail of the blizzard dial, the snowflake dials, I am afraid its not really close. I mean MB&F as some mention above is fantastic, but not sure I would call them dials per se. They are really more wrist jewelry/art. Maybe something a celeb wears to the red carpet for attention and being unique, but not really a standard wear watch.

Grand Seiko has fascinated me the most with the Eichi and some of the Credor range
