1970 Rolex 1016 - question

Hey all,

I was hoping to get some opinions from you guys on this 1970 explorer. Everything on it is original I've been told. I am wondering why the hands are so much more patina'd than the dial. Are there 1016 gilt dial examples from 1970, or are they all earlier? Also, does the condition of the dial (ie lume @12) affect the value a lot, and what would be a fair price?
