He is said to have official documentation - how good any country's system of bureaucratic records was in the late 1800s is anybody's guess. Some better than others probably and it would depend upon whether you lived in the city or provinces.
146 seems very unlikely and I tend to think he was born in 1970 and has just had a hard life - like Paul.

I don't believe that this guy is 145, but I do believe that the first person who will be 150 is alive today. It is inevitable with technological/medical advancements.
