Question on Vintage Oyster cases

With respect to 1930's Oyster cases I have a question. Three piece cases obviously have a "bezel" as it is the 3rd piece of the case screwed from the front onto the main case piece. I assume it can be steel like the case or possibly gold making the case a hybrid of 2 metal types. What is the difference between this and a 2 piece steel oyster case with a gold bezel attached to it or are they the same thing?

My interpretation is the 3 piece case requires all 3 pieces to provide water resistance whereas the 2 piece case is water resistant in it's own right and the bezel screws on simply as an adornment. I apologize in advance for my ignorance.
