What you guys/gals think? Is this a great deal knowing the dial was refinished? is everything including dial authentic? Thanks in advance!

New hands, how can the dial can be authentic but if refinished you lose most of its value ?

Yeah the hands I know are replaced completely and the dial, I wasn't sure if it was an aftermarket dial or refinished stock one. It's not worth the asking price then right? If he accepts offers what do you think would be a reasonable offer I should give?
