Green Stella 1803 questions

This green Stella 1803 came up for auction in Italy yesterday. (High bid of USD$31,250 including buyer premium was not accepted, so the lot passed.).

Bezel looks almost like new. Hard to tell from this one and only photo provided, but it appears the hands are not lumed - If that’s correct, then either the dial or hands (or both) have been swapped out.

The hands are unusual - Were these hands ever factory issued on 1803s? If so, were they the standard-issue only in some countries, or only in some years?

The text on this dial looks different from other green Stellas I’ve seen, but similar to text I’ve seen on other color Stellas. Any opinions on the genuine-ness of this dial?

The hands were only used for one year, 1964. They can be found on various years as they were in the system as replacements for that one year. They've been dubbed as cigarette boat hands due to the resemblance to the infamous cocaine smuggling boats of the 1980s. They are very rare.

Here's a set on a 1964 1807 (1802 bezel) I used to own.
